DAY 3. No Need for the Extension of the Presidential Order, Except for Land-grabbing Reasons.
1 Kings 21:1-7
And it came to pass after these things that Naboth the Jezreelite had a vineyard which was in Jezreel, next to the palace of Ahab king of Samaria. 2. So Ahab spoke to Naboth, saying, “Give me your vineyard, that I may have it for a vegetable garden, because it is near, next to my house; and for it I will give you a vineyard better than it. Or, if it seems good to you, I will give you its worth in money.” 3. But Naboth said to Ahab, “The LORD forbid that I should give the inheritance of my fathers to you!” 4. So, Ahab went into his house sullen and displeased because of the word which Naboth the Jezreelite had spoken to him; for he had said, “I will not give you the inheritance of my fathers.” And he lay down on his bed, and turned away his face, and would eat no food. 5. But Jezebel his wife came to him, and said to him, “Why is your spirit so sullen that you eat no food?” 6. He said to her, “Because I spoke to Naboth the Jezreelite, and said to him, ‘Give me your vineyard for money; or else, if it pleases you, I will give you another vineyard for it.’ And he answered, ‘I will not give you, my vineyard.’” 7. Then Jezebel his wife said to him, “You now exercise authority over Israel! Arise, eat food, and let your heart be cheerful; I will give you the vineyard of Naboth the Jezreelite.”

20). Prayer Against Land-grabbing by Those in Authority, Based on Facts of Evidence:
It has been discovered that over 60% of oil wealth in Uganda are in Nwoya District of Acholi, and not in Bunyoro, as is being falsely claimed by Yoweri Museveni, the Ugandan President, and those with him, in Uganda government authority. But this secret is known to many, including those in the Technical Oil and Gas Committee, established by an Acholi, Professor Ogenga Latigo.

This truth is also known and confirmed by Mr. Kabuleta, formerly Presidential candidate in the past general elections in Uganda. Mr. Kabuleta states that the balaalo in Acholi sub-region are only being used as a cover for taking over Acholiland, because they are after the oil, which has been discovered there, but undeclared by government. Mr. Kabuleta talked with Acholi elders and said he wanted them to be very careful, and extra cautious against the balaalo, who want to steal Acholi oil.

The oil was discovered about a decade ago, by a French oil and gas company, Total, SA. The discovery came in the aftermath of seismic studies around the Murchison Falls area by its Ugandan operations, Total Explorations and Production (Total E&P) in September 2012, and up to date, the East African country is yet to start its exploration.

Mr. Kabuleta stressed that Acholi people should stand up and take a strong claim on their oil, and all the wealth God has given them in Acholiland, making sure that people who come with the trick to steal Acholi wealth are not given way, and not an inch of Acholiland, which is not theirs.

He further advised that if businesspeople are taking the land for investment, then the Acholi indigenous people should be given share capital and become shareholders in whatever establishment is put in place, to benefit from the natural wealth. Mr. Kabuleta further revealed that Acholiland has many mineral resources, oil and Agricultural potential with small population due to the war perpetuated against the Acholi people since 1980. He said, the question is, “Are the Acholi people the ones going to benefit from the resources, or the people who were fomenting and perpetuated war against them the ones going to benefit?” Mr. Kabuleta encouraged the Acholi people not to be inactive but fight for their resources.

21). The balaalo, the roaming herdsmen, or cattle keepers, entered Acholiland illegally. The Ugandan highest government authority, even the president, who has self-interest in the balaalo case declined to take affirmative legal action to dismiss the balaalo from Acholiland. Why create complications, presidential orders, and local meetings, to cause more confusion rather than solve a problem through legal means? The simple thing to do by anyone in this case, was to let the relevant law of the land, in the case of the balaalo take its course.

The Hon Minister for Northern Uganda, Grace Freedom Kwecwiny, is going all over Northern Uganda especially Acholiland, directed by the president, to meet local leaders. In Gulu city she met with Hon David Pulkol, and RDC Gulu, addressing district security meeting at CAOs Boardroom over the implementation of Presidential Executive Order No. 3 of 2023. In attendance were 4th Division Commander, RISO, RPC, Gulu High Court Magistrate, LCV, DRDC Gulu, DISO, Production Officer, Representative from OWC, Crime Intelligence, CID, Secretary Production Gulu, LC3, GISO, etc.
