DAY 34 OF 40 DAYS. After Apaa, What Next? Expulsion Order: Balaalo Must Go!

 111). Prayer that God, the Just Judge will Answer Our Prayer, Endorse Expulsion Order: Balaalo Must Go! Those Our Killers, Persecutors, Robbers, Abusers, in Our Own Land.

But Elisha was sitting in his house, and the elders were sitting with him. And the king sent a man ahead of him, but before the messenger came to him, he said to the elders, “Do you see how this son of a murderer has sent someone to take away my head? Look, when the messenger comes, shut the door, and hold him fast at the door. Is not the sound of his master’s feet behind him?”

Heavenly Father, you are more than aware, that Since the 1980s when some of these Balaalo were recruited from the refugee camps in western Uganda by the NRM/A operatives to join Yoweri Museveni in his baseless guerilla warfare against elected UPC Government of Uganda, on promise, their ultimate targets after usurping state powers, were the Acholi People, and Acholiland. Although the NRM/A won in the battlefield, their war has never ended; they’ve continued to fight Acholi people to date. We bring before your throne of Righteous Judgment, and for the world to see, a Distress Message, recently in a letter, by an Acholi man who opposes the Balaalo activities in Acholiland, but now he is under threat of elimination by the NRM Regime killers, because of his opposition to the Balaalo Land-Grab in Acholi. This is just one representative example. We pray for his safety, and protection of all Acholi People and Acholiland. Amen.

You are of your father the devil, and the desires of your father you want to do. He was a murderer from the beginning, and does not stand in the truth, because there is no truth in him. When he speaks a lie, he speaks from his own resources, for he is a liar and the father of it.

1). Heavenly Father, we thank you for the lives of Acholi journalists, for exposing Balaalo’s diabolical acts first, their criminal environmental degradation of Acholi sub-Region reported by the journalists was an obligation, and legitimate professional journalism, and there were no legal grounds for the journalists to lose their jobs. We pray, while deploring the system that be and contend that it is a matter of time, and at the right time, during conducive environment, those innocent journalists will be fully compensated, according to the provisions of labour law. If there were losses of lives by some journalists, or staff of the broadcasting stations, while doing their work, their survivours must be paid compensation for the losses. Amen.

2). Lord, the trees that grew wild for over twenty years, when the Balaalo Generals forced the Acholi People into concentration Camps is a historical reminder of the suffering of the Acholi people, as reported then, by the WHO to be dying at the alarming rate of 1,500 every week. By sponsoring the Cutting and massive Felling of the local tree spacies for Logs, Timbers, and Commercial charcoal Transportation from those trees for the same Balaalo Generals, is not just environmental degradation, but part of the war the NRM regime has continued to wage against the Acholi People, through those same Balaalo Generals. But, Acholi people, do not lose hope, Balaalo Generals might have won the battle, but they won’t win the war, but God.

3). Heavenly Father, we glorify you our God, for Acholi Journalists, whose eyes you opened, to see the truth; hearts you troubled to discern the facts; and given them wisdom to know that the Big threat and calamity facing the Acholi People was not just Environmental degradation, by the Balaalo Generals, but their target is Acholiland, and all that is underneath the God-given Acholiland, especially the Areas earmarked by mapping of massive mineral resources availability. God forbid. Their lust for Acholi Wealth will never come to pass, in Jesus’ name. Amen.

4). Heavenly Father, my quarrel is always with my Brothers / Sisters, whoever sells Acholiland. How on earth could some Acholi in Palabek or anywhere else in Acholi Sub-region, sell their Birth Rights, release land, transfer titles, even if some people were living under a curse, have gone mental, or married Balaalo Generals to bring the Long-horned, ugly Cattle to swarm Acholiland on the staggering 19540 Acres? O’ God, may those acres of Acholiland revert to Acholi People sooner than later, by all possible means, and at all costs. Acholiland not for sale. May they take that deceitful money elsewhere, wherever they got it. The Balaalo money is never clean money. If not originating from what people are deprived of getting in the first place, to make the people so poor to the extent of coercing them to sell ancestral, or communal land? Acholi People don’t want the Balaalo’s Blood Money. That is a very serious thing to do and is a crime against humanity. Lord, strengthen the Acholi, spirit, soul, heart, and mind. Amen.

We pray against the idea that when Balaalo Generals have fenced any parts of Acholiland, and their cattle are inside, then they can stay because they don’t destroy other people’s crops. We consider that those lame excuses are irrelevant to the serious issues of Acholiland-Grab. Saying so would mean that only those Balaalo who have not fenced the land they thought they bought, should go, it is false. NO. The issue is not about whether fencing or not fencing Acholiland. The very important issue is that Acholiland is not for sale. Period! Whoever, therefore, thought they bought any piece of Acholiland has bought Air; and anyone who has sold a piece of Acholiland, thinking it’s genuinely theirs, have sold their Birthright, they expelt themselves from Acholiland. They don’t have the land or land rights to live and use that piece of Acholiland anymore, even if the Balaalo General’s money was refunded, that piece of Acholiland ; itis no longer in their custody anymore and will be taken over by the Acholi Traditional Rule system, and distributed/ given away to the young and upcoming generations of Acholi. Amen.

5). Heavenly Father, the Acholi People consider the worse person after the Balaalo Generals, are those who pretend they are also Acholi People; those who betray Acholi People to destruction, are they not traitors? Acholi People should now find out from among themselves; those who are quiet when there is peace in the land and people are merry. They behave like they don’t exist because true Acholi and Acholi leaders are there. But should Acholi people face any challenges, some problems, or crisis, then they surface from nowhere, claiming to also become leaders of the Acholi People, in Acholiland. Lord, Acholi People experienced this scenario during Idi Amin’s regime and after. But, whatever the case, what Acholi People are stressing is that Acholiland is not for sale in anyway. Anybody whoever sells Acholiland, any piece, ancestral, or communal land, has indirectly evicted themselves from Acholiland. We pray, Lord, that you who commanded us to manage the land, will hear and answer us. Amen.

6). LORD God, as we critically look at this current issue, “The Balalo must Go Campaign,” which started after the Presidential order Came to effect and some Balaalo were evicted mainly from the Districts of Pader, Kitgum and Lamwo. But some Balalo were not evicted and dissenting Acholi voices were raised. That was also the time when the people behind the coming of the Balaalo into Acholiland, or those encouraging Balalo surfaced, and they were identified and noticed. They unleashed threats, intimidation, harassment, influenced arrests, detention, and imprisonment of those believed to be against Balaalo Projects in Acholiland. We are reliably informed that some of them, unfortunately, are people who align themselves with the enemies of Acholi People, and continue calling themselves as Acholi People also, especially when the true Acholi and their leaders are faced with persecution. Lord, help us.

7). Heavenly Father, as you are aware, the Balaalo Generals have now started using the ingenuously acquired large sums of money, uncontrollably illegal Guns the way they’ve always used in fighting the Acholi People; this time, by turning them into baits, for luring and turning some weak-minded Acholi People away from their national obligated of protecting Acholiland, but now to worship the deceitful power of Money illegally gained, and the Gun they have been supplied to use to enforce their unlawful occupation of Acholiland. Lord, divinely help save us.

8). Heavenly Father, you created the Acholi People, and you alone know best, that Acholi man or woman is always a clever person, and more so, committed to protect the Acholi Community, as the Acholi People believe in life as a community, not selfish way of life by some individuals. Acholi People share wealth, share problems, share progress, share culture and traditional practices, and share Progressive Ideologies; it is difficult to deceive an Acholi man or woman to depart from their way of life. That is why Acholiland and Acholi People have survived the harshness of the man-made poverty induced upon them and stage-managed by those illegally in power and corrupt state control, while they are getting rich by the day through intentionally institutionalised corruption. Holy God of Love, Truth, Justice, save Acholi People, Acholiland.

9). Lord God of Infinite Wisdom, you know the Traitors, even when they operate in darkness, and you make proper judgment upon them; Now, Lord, Acholi People have suspected them, and singled them out crystal clear, those the NRM regime has used against the Acholi People, those claiming themselves to be Acholi Generals yet they’re not Acholi, but evidently parading themselves deceitfully, purporting to be caring for the Acholi interests, yet they’re known to be heavily sponsored by the NRM regime for Acholi demise, and funded personally by the Chief Balaalo, to represent the total interests of the Balaalo in Acholiland. Through handing out something that looks like free money; free motorcycles; empty promises for development; disbursed to unwitting Acholi People, purporting to be giving real support to Acholi Community, even before campaigns for 2026 General elections is legally authorised, is criminal corruption. Lord, help guide the Acholi People away from such corrupted, camouflaged Traitors, Amen.

10). Heavenly Father, give wisdom to Acholi People to dig deep and establish the truth about the Balalo Generals, and their Agents, those calling themselves Acholi Generals, who receive blood money from the Balaalo to bribe their way into accessing the forbidden Acholiland. Though Acholi People know them, there needs to be evidential truth, before taking any acting. Lord God, Acholi People know they led the Balaalo Long-horned Cow owners to Acholiland, and are the same Paid Agents, now masquerading and pretending to be campaigning as if Politicians but corrupting people, buying their ways as if to gain real parliamentary membership in the next 2026 General Elections. We pray that Acholi People’s eyes open and reject the blood money, and when time comes to vote in the General Elections, vote for the right people to lead them. May Acholi People’s votes never be for sale, but principled. Where were those now calling themselves Acholi Generals, for all the years when Acholi People were tortured, killed, raped, forced into concentration Camps for over 20 years? Acholi People will want to know their military careers, what they did, to gain those ranks, if they did not participate in the suffering of the Acholi People, when the enemy was riding on Acholi Backs. Acholi People are asking, why they don’t retire quietly, and go to live peacefully in the villages they were born?

Heavenly Father, Acholi People are sick and tired of these Traitors, appearing after years of their military training, their military service, then climbing to the higher military ranks and files, to the level of Generals or so, now feeling ambitious, try to leave the military and join Politics. What has gone wrong with their military profession? God have mercy! Is this not one big reason why Uganda has suffered from ignorance for many years, and now on the knife-edge? What do some of these so-called Acholi Generals know about Politics, if not Agents? Funded Agents of the Balaalo; paving the rough way for the Balaalo to gain deep entry into Acholiland, and forcefully take over Acholi Mineral Resources. Do they think Politics is a Dumping Ground, for failed soldiers? Is Politics itself not a Profession, Science of Governance? Heavenly Father, as we do our own due diligence, help us Lord, to get rid of traitors among the Acholi People and give the Acholi People the right, true and God-fearing leaders, to lead them. Amen.

11). Heavenly Father, is it not on the backdrop of the NRM/A war of Subjugation and Control, the invasion of Acholiland based on Lies and Propaganda, with evidence of Gruesome abuse, by the Balaalo that Acholi People are telling them to go? Is it now turned around to be violation of the Balaalo human rights and not those of the Acholi People, to be asking the Balaalo to go, after they raped Acholi Women and Acholi Girls, alike? Is it Balaalo human rights violation when their Long-horned Cows unattended eat up the crops of Acholi People wherever they go? Is it Balaalo human rights violation when uncultured, they parade themselves naked in front of Acholi Children and Acholi Women in the open, even when they’re bathing/showering? Is it the Acholi People refusing to live together with other tribes, when formerly NRA soldiers, retired from the army and now operating as arrogant Balaalo are allowed to herd their cattle with guns, when the persecuted Acholi People were intentionally disarmed by the same NRM regime? Is it illegal for Acholi People to ask the Balaalo to go/not allow Balaalo in Acholiland whom they suspect to be planning to rob their wealth and enslave them later? Is the campaign by Acholi People, “Balaalo Must Go” an Illegal Campaign? NOT SO, Balaalo Must Go! Father, you know everybody, and Acholi People believe that you also know where Balaalo should go.      

12). Heavenly Father, we pray, that contemporary Acholi leaders Will Learn now from their Ancestors, who depended mostly on Your Wisdom, to carry them strong and along the way up to our current generation. Their words of wisdom were unquestionably right and forever, teaching. Just to mention but one, Acholi Past Leaders correctly made this living parable, sustained, that, “Pe Iruku War Ikom Okutu.” “Do Not Wear Shoes with Thorns in your Feet.” Simply implying that when Acholi People have thorns in their Foot/Feet, they should first remove the thorns, then wear their shoes, and walk right. How does one think of walking right when there are thorns inside their feet? But some Acholi leaders of our generation don’t want to learn cheap, from their forefathers; is it because they think that they are so highly educated, highly trained, filthy rich, or whatever they call themselves? Lord, help them to seek Wisdom. They’ve tried to do this and that, but the “Thorns Inside their Feet” continue to Sabotage them; never will they be succeeding soon, and therefore, not progressing. Lord, help them, therefore, open their spiritual eyes to see and stop wasting their own time, other people’s time as well, by trying helplessly, to make “Public Relations” work; that is never possible, never progress. They should first, remove the “Thorns from their own Feet,” then wear their New Shoes and successfully move forward together with the people you’ve chosen. Amen.

13). Heavenly Father, it’s important for the Acholi People to properly know who are the Balaalo, where they originate from and why are they making Acholiland their last stop? From research, we now know that the Balaalo came many years ago, from Somalia calling each other WALAAL as one people to stay together and focused against their new inhabitants. “BALAALO” word (noun) derived from the word “WALAAL” which means brothers in Somalia language by ancient Baganda during their arrival in the 16th century from Somalia and it became commonly used against them as their nomadic identification from the rest of others because Bantu people of that time they didn’t know their ethnicity and their proper origin due to their culture and physical appearances.

They were often addressing themselves as Brothers (Walaal), to be united and defeat their territorial inhabitants before Baganda nicknamed them “Batutsis.” Batutsi word (noun) was too derived from the Uganda’s historical (site) place in Mauogola Ntuusi village where these Somalian nomadic descendants settled before heading to RWANDA and BURUNDI to become historical settlers in Bantu (Bahutu) speaking communities of the tiny countries.

They ran away from brutal and ruthless Islamic crusaders from Saudi Arabia with their long-horned cows now commonly referred as Ankole cows. They got exchange of their African slaves’ business with Indian Gujarati who were the first African slave trade masters and Arabs from Oman Muscat

Even after centuries of their exodus from there and got assimilated into Bantu speaking communities in the central and South of East Africa, to date, they keep strongly and practicing their Somalian Ancestors’ culture and traditions like: Nepotism, racism, violence, perpetual liars, and discriminative against other communities outside their nomadic clan and ethnicity. They are brutal and can stop at nothing, to get what they want; they can kill.

After so many of them were recruited into the Museveni’s NRA/M guerilla movement that overthrew democratically elected governmental system, the Balaalo got assimilated mainly into the forces: Military, Police, Prison, and the Intelligence Organisations in the NRM regime of General Yoweri Museveni, since 1986. Since then, the Balaalo in government have caused massacres of the Acholi and killed many other Ugandans, they raped both men and women, destroyed people’s properties, sold off government corporations, looted banks, and committed all forms of crimes against humanity on earth, one can imagine. Now they want not only the land, but all the mineral wealth in Acholiland and beyond. They are so disrespectful and very arrogant, exhibiting the symptoms of the mistreatment by the people who chased them.  

The Balaalo must leave Acholiland. Acholi People are still recovering from post-war negative effects. Acholi People’s post war trauma recovery programme needs to be done without Balaalo threatening their very existence, by Balaalo still carrying guns, with cattle, and money.

With such suspecious Activities we lounch another research and investigation to dig deeper into the motives of ferry in Banyangkole cattles that’s when we realized that in palabek alone 19540 Acres of land already in the Hands of Balalo, we lounch Balalo must Go Campaign of which the Presidential order Came In and some Balalo were evicted from mainly Acoli East in the District of Pader, Kitgum and Lamwo,

Since some Balalo were not Evicted and we raised the voices again that is where the true colors of people behind Balalo was identified and noticed, Threats, intimidations Harrassment, arrest Detention and imprisonment of those believed to be against Balalos Projects in Acoli land,

We Didn’t bored to such oppression and we lounched Balalo must Go Reloaded including National leaders MPs from Acoli sub Region Not All Of which another Presidential Executive orders No3 came in and here we witnessed our own under Gen Otema Awany’s ways of protecting his General friend’s interests in Acholi land are odd, to say the least. Some of his friends, like Gen. Birungi James of CMI with many animals in Palaro, Gen Kavuma with his in Okidi, Minister Bright in Amuru with several animals, and Gen Bade with a 200-acre piece of land from Otema himself in Nwoya are but a few I can mention.

All these Generals and other UPDF officers with their herders, known commonly as Balalo, owning numerous animals in Acholi have caused trouble in the community threatening land ownership, food security, and human rights because these animals roam freely, damaging land and crops that if the locals try to engage are met with threats of guns.

Not only that, these animals are on customary land, land that does not belong to anyone, but held in trust for future generations which the High Court ruled cannot be sold, and yet the Balalo claim to have bought.

To address this, Acholi leaders, led by Chief Justice Owiny Dollo, met the president. This upset

the Balalo, who reportedly funded Gen. Otema with about four hundred million shillings to defend their interests. Otema, in turn, recruited the likes of Karacirac, Penywii, Boika, and Okwera among others to act as landowners in Acholi whom he took to meet the president to present an alternative view. Part of the 400 million shillings is alleged to have also facilitated his wife, the Woman MP of Omoro, Hon. Lamwaka, and Hon Lagen of Agago who formed a committee that moved around Acholi to advance the Balalo interests. The LC3s of Lungulu, Lc3 palabek Gem, Lc3 Palabek ogili and Got Apwoyo, including Ojera Christopher, the former LC3 of Pabbo were also facilitated to popularize the pro-Balalo agenda on radio stations across Acholi.

The Balalo money is now playing a significant role, as they have started funding people who

favor their agenda. Through Gen. Otema they now seek to change Acholi’s political structure, opposing politicians against the Balalo. For instance, in Aswa County, MP Awok Wokos who supports the people, faces opposition. Gen. Otema even tried recruiting Patrick Okello Onguti against Wokorach, but Onguti refused. This angered the Gen., leading to Onguti’s arrest when he joined a demonstration against the Balalo in Palaro. The Gen. also is against Gulu Woman

MP Laker Sharon Balmoyi Hon. Fr. Charles Onen and 6 others for their stand against the Balalo.

Late last year, an MP from Nakaseke named Enoch, known for his arrogance and straightforward manner of speaking, who owns several herds of cattle in Acholi, bluntly stated.

to Martin Ojara Mapenduzi and Anthony Akol, “You guys are so fast. Had you delayed by another five years to begin campaigning against our presence in your area, we would be owners of your land, and you would have nothing left except to be our slaves.” He asserted that land in Acholi is so cheap, and with the money we have, we would own you.” expressing

disappointment that the Owiny Dollo-led team have hindered their plans.

Fortunately, a significant precedent was established through a ruling by the high court, affirming that customary land cannot be sold and that the district land board lacks authority over customary land. Fortunately, also, the Attorney General has issued a letter directing the

Ministry of Lands to halt the processing of land title applications in Acholi, as the Balalo were

rapidly registering customary land in their names.

Back to Gen. Otema, his desperation for influence among affluent individuals is driving him to

support their interests against the desires of the Acholi population. While this move might bring

him funds to alleviate his debts, including substantial liabilities at Acholi Inn, it could also lead

to his downfall as LCV lamwo Hon: oyet sisto ocen, Hon Ochola James passi speaker lamwo

District, Hon oyella Joyce women councilor palabek Gem/Abera and Anywar Fred Dan known as kazik@palabek are on Hits list and pending Arrest and Detention on the 8th/Jan/2024 because of being against Balalo projects in Lamwo.
